Abricon was approached by the client, a small developer, who had had planning permission refused on grounds of a potential contamination risk at the site.

The site was a former dairy farm with paddocks, and Abricon recommended beginning with an initial Phase 1 Desk Study to review any possible contaminative processes which may have occured at the site.

A full examination of available documentation and a site walkover revealed that the only apparent source of contamination at the site arose from the historical use of asbestos containing building materials. These materials presented a risk to future site workers and to potential end users.

The asbestos containing material was however localised, contained only in roofing materials and inside a structure intended for demolition.

Abricon recommended that a full asbestos survey be carried out, and all such asbestos containing materials be removed from site and disposed of in an appropriate manner. It followed that should this recommedation be enforced, that the source of the asbestos hazard would be removed from the site.

The resulting residual risk to site workers and end users from asbestos inhalation would therefore be classsed as LOW.

The report was subsequently presented to the relevant planning authority, enabling the client to successfully argue against and overturn the declined planning permission.
